Thanks for the reply. I was able to locate the registry key in question and created a registry modification through Group Policy. This is good in a sense that if a user switches it to Tablet Mode the setting will go away the next time they log in.

Tuesday, December 20, AM. Tried changing the registry from 0 to 1 but reverted to 0 after a restart. We do not have a group policy to enable this. With or without Tablet mode enabled, Rotation lock remains greyed out. Thursday, January 18, PM.
